I propose that efforts to construct Algemba be doubled. With regard to any obstacles encountered, I direct that you report them immediately via operational telegrams directly to the Council of People’s Commissars, specifying with precision the measures required. Please submit reports on the progress of work every two weeks.

TO THE PEOPLE’S COMMISSION FOR WORKER-PEASANT INSPECTION

I propose that we refrain from imposing formalistic constraints on the disbursement of funds for procurement and acquisition activities undertaken by the Main Military State Administration for Algemba.**
If special oversight is deemed necessary, please devise mechanisms that do not impede the timely execution of procurement and acquisition operations.

TO THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC

I propose that, by March 1, a delegation be dispatched to Saratov for the construction of Algemba—addressing the chief engineer—with twenty passenger vehicles and fifty freight trucks.
* Algemba refers to the administration responsible for the construction of the Alexandrov-Gai–Emba railway line, as well as for the conversion of the Krasny Kut–Alexandrov-Gai railway line to broad gauge.
** The subsequent text of the telegram was written in V. I. Lenin’s own hand.

The 1020th Mobile Unit, equipped with spare parts and fuel, shall ensure continued supply of these resources from the army’s existing reserves. Please report on the completion of delivery to the designated location.

It is imperative that translators be promptly appointed in all staff offices and military institutions, with the explicit mandate that all personnel unconditionally accept applications and official documents submitted in the Ukrainian language. This is absolutely essential—when it comes to language, we must make every possible concession and strive for the highest degree of equality.
As for railway workers’ salaries, I will address that matter shortly. I can hear you clearly when you speak distinctly; therefore, please respond to both of my telegrams over the telephone.

* In his letter, the People’s Commissariat for Foreign Affairs had reported on the irresponsible remarks made by a Moscow-based journalist on the radio concerning Soviet foreign policy, and had requested that the Central Committee issue appropriate directives to journalists and radio broadcasters.
