In view of the fact that assistance has not yet been provided to the Algesmbes 1 railway troops, it is proposed to immediately dispatch two railway divisions to Saratov, ready for deployment. Please report on implementation. [103]

1 The construction project was of paramount importance for resolving the issue of transporting oil to Moscow and Petrograd; however, it encountered significant difficulties in terms of supplying this remote undertaking with building materials, labor, food, and equipment. In light of these circumstances, the Council of Defense, on April 29, 1921, decided to halt construction of the oil pipeline. Construction of the Alexandrov-Gai–Emba branch line, by resolution of the State Planning Committee dated May 2, 1921, was “reduced from an accelerated pace to a standard one.”
