1 The resolution was written on the report of the Chief Engineer of the Construction of the Kashira Power Station G. D. Tsyurupa dated September 23, 1919, to the Council of Workers' and Peasants' Defense regarding the difficult situation in supplying the construction with monetary funds, provisions, and fodder, and the necessity of taking urgent measures to resolve this question.
On October 1 and 10, 1919, the question was discussed at sessions of the Defense Council under the chairmanship of V. I. Lenin. On October 11 at a session of the Small SNK, a decision was adopted to allocate 7 million rubles to the Kashira construction and to supply it with provisions and articles of prime necessity. On October 13 the SNK resolution was signed by V. I. Lenin (see "Vladimir Ilyich Lenin. Biographical Chronicle," Moscow, 1976, vol. 7, pp. 539, 557, 562).

After the Great October Socialist Revolution headed the work of the Extraordinary Commission for Supply of the Red Army, was a member of the presidium of the Supreme Council of the National Economy, People's Commissar of Trade and Industry, of Transport; from 1919 was engaged in diplomatic work; in 1922–1924 — People's Commissar of Foreign Trade.

To Comrade Maevsky, Comrade Vladimirov*, Revolutionary Military Council of the Southern Front, Revolutionary Military Council of the 13th Army:

In view of the departure of the Extraordinary Plenipotentiary of the Defense Council Vladimirov to the South-Eastern Front and the importance of urgently clearing the Orel–Tula section of cargo located there, pending Vladimirov's return, transfer the rights of the Plenipotentiary of the Southern Front on this section to the Plenipotentiary of the Central District, Comrade Maevsky.
