FROM THE SECOND SESSION OF THE DEFENSE COUNCIL

ON THE CURRENT SITUATION IN THE SUBURBAN BASIN   a) To instruct the Main Coal Committee and the Defense Council’s Fuel Commissioner to enter into direct contact with the Commissariat of Railways regarding the urgent requisitioning of available coal stocks in the suburban region and their prompt delivery.
The Fuel Commissioner is hereby tasked with submitting a concise written report to the Defense Council on the implementation of this resolution.
b) To establish a commission composed of representatives from:
the Main Coal Administration,
the All‑Union Central Council of Trade Unions,
and the People’s Commissariat for Trade.

The commission’s task is to develop a system of bonuses for enhanced productivity in the Moscow Suburban Coalfield.
A report on the commission’s work is to be presented to the Defense Council within one week.
ON THE ISSUANCE OF BREAD AS A BONUS FOR LOCOMOTIVE REPAIRS
Workers engaged in locomotive repair—those not employed by the railway—shall receive their bonuses in the form of bread, such that 50% of the bread delivered along repaired routes is allocated to the workers of those factories or organizations that carried out the repairs on the given route. The remaining 50% shall be distributed by the People’s Commissariat for Trade according to the principle of greatest need.
