[Editorial note regarding censorship procedures]

The censoring of all matters concerning foreign policy, except for materials from the Foreign Press Bureau and "Radio Bulletin," which are subject to censorship by the People's Commissariat of Foreign Affairs.

The censorship of speeches by known Soviet figures and leading articles must be the most stringent.

Instructions for censoring communications are conveyed orally by the People's Commissar of Foreign Affairs.

Newspaper editors and the responsible editor of ROSTA may, if they wish, send materials to the People's Commissariat of Foreign Affairs for review, and in such cases they are relieved of responsibility for censoring.

The CC draws special attention to the necessity of caution in explaining the tasks of our policy in the East.

TELEGRAM TO THE UKRAINIAN REVKOM
Kharkov
February 18, 1920

I request that you communicate whether you have any information about Sergei Yakovlevich Alliluyev, who was sent from Kharkov by the Ukrainian Supreme Council of the National Economy as a member of a special commission to investigate the mines of the Krivoy Rog basin and worked there from April until the end of June. When the Whites advanced, he evacuated with the commission to Kyiv. He returned again to Krivoy Rog at the end of July from the All-Ukrainian Central Executive Committee to settle accounts with the mine workers. There has been no further information about him since then. I request that you make inquiries to Krivoy Rog and reply to me by telegraph.

TELEGRAM TO I. V. STALIN
Ukrsovtrude in Kharkov
February 18, 1920

I am very pleased that you have adopted a moderate requisition quota—158 million poods and are leaving 10 percent for the poor, and that you have already allocated 3 regiments and 4 squadrons to the Ukrsovtrude.

I advise: 1) protect the prepared coal and rapidly transport reinforcements to the Caucasus Front. This is the most, the very most important thing; 2) protect the salt and, occupying one volost at a time around the Donbas with regiments and squadrons, carry out the requisition completely, rewarding the poor with bread and salt; 3) mobilize immediately a portion of the Kharkov and Donetsk workers for work as food army together with the regiments and squadrons; 4) measure the work of the Ukrsovtrude daily by the quantity of bread and coal delivered and by the repair of locomotives.

FROM THE RESOLUTIONS OF THE COUNCIL OF DEFENSE
FEBRUARY 20, 1920

ON THE SITUATION IN THE MOSCOW REGION BASIN

a) Oblige the Main Coal Committee and the authorized representative of the Council of Defense on fuel to enter into contact with the Commissariat of Transportation regarding the immediate delivery of the available reserves of Moscow region coal and the delivery of them with maximum speed.

Instruct the authorized representative on fuel to submit to the Council of Defense a brief written report on the fulfillment of this resolution.

b) Form a commission comprising representatives of the Main Coal Committee, the All-Union Central Council of Trade Unions, and the People's Commissariat of Food.
