Very pleased that you have adopted a moderate requisition—158 million poods, and are leaving 10 percent to the poor, and that you have already allocated 3 regiments and 4 squadrons to the Ukrainian Council of Labor and Defense.

I advise: 1) protect the prepared coal and urgently transport reinforcements to the Caucasus Front. This is the most, the most important thing; 2) protect the salt and, occupying one volost after another around the Donbas with regiments and squadrons, carry out the requisition completely, rewarding the poor with bread and salt; 3) immediately mobilize part of the Kharkov and Donetsk workers for work in the food army together with regiments and squadrons; 4) measure the work of the Ukrainian Council of Labor and Defense daily by the quantity of grain transported, coal, and locomotive repairs.

FROM THE RESOLUTIONS OF THE COUNCIL OF DEFENSE
20 FEBRUARY 1920

ON THE SITUATION IN THE MOSCOW BASIN

a) Oblige the Chief Coal Committee and the authorized representative of the Council of Defense for fuel to enter into contact with the Commissariat of Communications on the question of the immediate transport of coal reserves of the Moscow Basin in stock and their delivery with maximum speed.

Entrust the authorized representative for fuel to submit to the Council of Defense a brief written report on the execution of this resolution.

b) Establish a commission comprising representatives of the Chief Coal Committee, the All-Russian Central Council of Trade Unions, and the People's Commissariat of Food.

The task of the commission is to work out a system of bonuses for increased productivity in the Moscow Basin coal-mining district.

A report on the work of the commission is to be presented to the Council of Defense within a week.

ON THE AWARD OF GRAIN BONUSES FOR LOCOMOTIVE REPAIRS

Issue bonuses to workers not on the railway payroll who repair locomotives in the following manner: 50% of the grain transported on the repaired routes is received by workers of those factories or organizations that repaired this route. The remaining 50% the Food Commissariat distributes according to greatest need.

ON RATIONS FOR STAFF OF THE MOSCOW RADIO STATION
(RESOLUTION OF THE COUNCIL OF DEFENSE, 20 FEBRUARY 1920)

In order to ensure the normal operation of the Moscow powerful radio station, which is of state importance, the Council of Workers' and Peasants' Defense of the Republic has resolved: to issue to all staff of the radio station the ration established for the Red Army.
