The chief editor of each newspaper and the responsible editor of ROSTA are charged with the duty of censoring everything concerning foreign policy, except for materials from Inorosta and *Radio-Vestnik*, which are subject to censorship by the NKID.

The strictest censorship shall be applied to speeches of prominent Soviet figures and to editorials.

Instructions for censorship shall be communicated orally by the People's Commissar for Foreign Affairs.

Newspaper editors and the responsible editor of ROSTA, if they so desire, may submit materials for review by the NKID, and in that case they are relieved of responsibility for censorship.

The CC draws particular attention to the need for caution in explaining the tasks of our policy in the East.
