Moscow, Petrograd, the armies of the Western Front and the Northern Front are on the eve of having their bread rations cut off. The Council of Defence instructs the Revolutionary Military Council of the Reserve Army to exert every effort for the loading of grain on the Kazan railway and its dispatch according to the directions of the food-supply organs.

The slightest delay will result in all grain stocks being exhausted in three to five days. Report by telegraph daily on the measures taken and the results, indicating the loading points.
