ON THE BONUSING OF WORKERS AND EMPLOYEES

Regarding bonuses, serious doubts are raised.  
§ 4—the determination of the norm (50%—exactly 50%—of the "best," i.e., under the best machines, etc.) is entirely arbitrary. Can it be made more precise? Publish norms for control? Or collect them for the Scientific-Technical Department, etc., publishing them in a bulletin?  

Final report: the amount of bonuses. Reports on this are not established. Will this not then effectively legalize widespread abuses?  

Consumers should be involved in the control of norms. Are there examples of this? In cooperatives? etc.  

The draft suffers from vagueness, abstractness, and impracticality; it promises everything but verifies nothing.

General Regulations on Bonusing  
§ 4. The basis for establishing production norms should be the technically possible output under the best technical conditions of production, which are recognized under normal conditions of means and tools of production. However, due to the general conditions of the current state of industry, a discount must be applied to this technically possible norm, but in no case exceeding 50%, after which the actual productivity norm is established, which may vary for different industries, enterprises, and their groups.  

§ 17. Control over the correctness of bonus payments, as well as the production of products exceeding the norm for which bonuses are awarded, is entrusted to the Central Committee of production unions and production departments of the Supreme Council of National Economy, which bear full responsibility.  

§ 18. The management of enterprises is obliged to compile reports no less than once every three months on the results of the application of the bonus system in the enterprise. Summaries of these reports for each branch of industry are compiled by the central institution. The compilation of general summaries is entrusted to the Scientific-Technical Department of the Supreme Council of National Economy and the All-Russian Central Council of Trade Unions and is published for general information.
