I have serious doubts regarding bonuses.

§ 4—the completely arbitrary definition of the norm (50%—exactly 50%—from "the best," i.e., with the best machines, etc. This is completely arbitrary. Is it not possible to be more precise? Publish the norms for monitoring? Or collect them for the Scientific-Technical Department, etc., publishing in a bulletin?).

Summary report: the amount of bonuses. No reports on this have been established. Will there not then be factually legalized wholesale abuses?

Consumers must be drawn into monitoring the norms. Are there no examples of this? Among cooperatives? etc.

The draft sins in sweeping generality, abstractness, unwieldiness, it promises everything, verifies nothing*.
