In saying in the telegram "VTSIK considers it improbable and completely excluded that Artem, Samoilov and Preobrazhensky could conduct agitation against the Bashrepublic," VTSIK thereby once again confirmed to them the necessity of the most loyal observance of the Bashconstitution. The same goal was pursued by the telegram sent to Comrade Artem later by the Tseka. Under such conditions, I am fully confident that
Artem, Preobrazhensky, and Samoilov will not give any real grounds for complications. The same should be done by the members of the Bashrevkom. Only from your telegram did I
learn that Comrades Shamigulov, Izmailov and others were expelled by the Bashrevkom from
the borders of Bashkiria: the Tseka thought that they were traveling to Moscow on their own initiative
for a report, found the waste of time for the trip of five comrades unnecessary and returned them to Sterlitamak.
Your attempt to expel old Party comrades from Bashkiria, the ridiculous reference
to the Bukharin orientation, the persistent, albeit incorrect, use in application to
Preobrazhensky, Artem, Samoilov of the epithet "Ukrainians" - gives me reason
to doubt your objectivity in this matter. Therefore, I propose that you immediately execute the VTSIK telegram of 20. I, not yet executed in the part annulling the message about the conspiracy.
