¹ In a telegram of 29 January 1920, the Commander of the 4th Army, setting forth his considerations against the construction of the Algay–Emba road, proposed for discussion by the Council of Labour and Defence a plan for the construction of the Ural'sk–Emba line along the Guryev tract. The following considerations were advanced in favour of this plan: the shorter length of the line, its passage through populated localities, the possibility of floating materials along natural waterways, etc.
