If we start changing the agenda now, we’ll waste time and only end up muddying the waters even further. It’s better to stick to what has been decided—after all, there’s no avoiding some initial hiccups (and who knows, perhaps even a few major setbacks… there will be plenty of them).
1 Apparently written at a meeting of the Party Central Committee with representatives of the Central Bureau of Communist Organizations of the Peoples of the East, in response to a memorandum from Kamenev, who had proposed to Lenin that the order of discussion be altered for questions pertaining to the organization of the Tatar–Bashkir Soviet Republic.
