In terms of the number of frictions and misunderstandings with the cooperative movement,
Samara ranks first. I am astonished that, even now, the implementation of the decree of March 20* has not yet been put into proper order. I urge strict adherence to the instructions issued by the People’s Commissariat for Trade. Please inform me what exactly has been hindering your work, who established the commission that removed Chairman Mikhailov and other cooperative leaders, and on what legal basis this commission is operating. Rather than engaging in a divisive struggle against individual figures that only serves to irritate the cooperative movement, focus your efforts on the political preparation for the re-elections.
