INSPECTION.

On the basis of the directive issued by the Central Committee, in my opinion, all three drafts should be reworked into one²).
Add, in my opinion:
1) The "Department" of the Workers' and Peasants' Inspection under the State Control should be temporary, with the task of introducing the Workers' and Peasants' Inspection into all departments of the State Control and then, as a special department, disappearing.
2) Objective: to put the whole working mass, both men and especially women, through participation in the Workers' and Peasants' Inspection.
3) For this purpose, locally, draw up lists (according to the constitution), exclude employees, etc.,
— and lead all the rest, in turn, through participation in the Workers' and Peasants' Inspection.
4) Make this participation varied, depending on the degree of development of the participants: starting with the role of a "poslukh" or a witness or a comprehending person or a student for the illiterate and completely undevel-
