FROM THE REVOLUTIONARY MILITARY COUNCIL OF THE REPUBLIC TO THE COMMANDER 
OF THE TURKESTAN FRONT M. V. FRUNZE*

I request Comrade Frunze, in accordance with the directives of the Revolutionary Military Council of the Republic, to deploy revolutionary energy for the maximum acceleration of the construction of the road and the export of oil. Notify upon receipt.

REGULATION 
ON THE COUNCIL OF THE CAUCASIAN LABOR ARMY**
January 23, 1920

1) The district of the Caucasian Labor Army encompasses Stavropol Province and the Kuban and Terek regions.

2) The fundamental tasks of the army: the creation of a food supply base for the Republic and the provision of oil to the centers designated by the center, on the one hand; the establishment of labor discipline and the utilization of military units as a labor force, on the other.

3) The military units necessary for the fulfillment of the aforementioned tasks are placed at the disposal of the Soviet of the Labor Army by the Revolutionary Military Council of the Caucasian Front from among the armies and units subordinate to it.

4) At the head of the Council stands a representative of the Council of Defense in the capacity of chairman.

* The postscript was made by Lenin on a telegram from the Revolutionary Military Council containing detailed directives concerning the disposition of forces of the Fourth Army, which had been transferred as a labor army to the construction of the railway Aleksandrov-Gay—Emba and the reconstruction of the line Krasny Kut—Aleksandrov-Gay to broad gauge.

5) The Council consists of two members of the Revolutionary Military Council of this labor army, representatives of the People's Commissariat of Food, the Supreme Council of the National Economy, the People's Commissariat of Agriculture, the People's Commissariat of Railways, the People's Commissariat of Labor, and the People's Commissariat of Internal Affairs.

6) All questions within the Council are decided by simple majority vote. In case of fundamental disagreements, the matter is referred to the Council of Defense.

7) All local institutions of the named commissariats in the indicated district (namely: Councils of the National Economy, Food Committees, Land Departments, local departments of the People's Commissariat of Labor, and the People's Commissariat of Railways), while maintaining the connection and subordination established by the laws of the RSFSR with respect to their central institutions, shall be subordinate to the special orders and instructions of the Council of the Caucasian Labor Army through the respective members thereof.

TELEGRAM TO THE MILITARY AND ECONOMIC 
ORGANIZATIONS OF PETROGRAD
January 23, 1920

Through the construction of the Izhora branch, the fortification of Fort Red Hill, military construction projects, engineer battalions, road and bridge companies, and volost revolutionary committees, the property of the construction of the Kopory railway is being destroyed, seized, and plundered even without notification to the administration of this construction project. I propose, under pain of the strictest responsibility, to immediately cease this arbitrary action, return what has been taken, make good the plundered and lost property. Henceforth, in no case permit arbitrary disposition of property belonging to other commissariats without preliminary coordination of the question with them. Those guilty of non-compliance are subject to the strictest responsibility. Report on implementation*.
