The resolution adopted by the Council of People's Commissars was published in "Izvestia of the All-Russian Central Executive Committee" on January 21, 1920.

** Written on a letter from A. V. Lunacharsky with a request to clarify the matter of the arrest of members of the commission on the affairs of minors.

On the document there is the following note from F. E. Dzerzhinsky of January 22, 1920: "The sealing of the premises and arrests of commission members were carried out by the investigative commission at the Supreme Tribunal. Charge: monstrous embezzlement, abuse of office and White Guard activity. The evidence is serious."
