NOTATIONS ON DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS
ON THE REPORT OF THE PEOPLE'S COMMISSARIAT OF POSTS AND TELEGRAPHS
January 17, 1920

1) Recognize the explanations of the People's Commissariat of Posts and Telegraphs concerning the activity of post and telegraph institutions as satisfactory.

2) Approve the draft order presented by the People's Commissariat of Posts and Telegraphs concerning telegram-notes and publish it in the name of the People's Commissariat of Posts and Telegraphs.

3) Recognize in principle as necessary the establishment for each department of a defined norm of telegraph usage through the institution at each Commissariat of a special telegraph bureau. Entrust the People's Commissariat of Posts and Telegraphs with the task, within a week, of submitting on this question to the Council of People's Commissars a draft of a special decree.

4) Entrust the People's Commissariat of Railways, the Revolutionary Military Council of the Republic and the Special Committee for the Implementation of Military Conditions on the Railways to take decisive measures of influence on railway agents and military communications officials manifesting criminal negligence in moving mail wagons.

5) Propose to the People's Commissariat of Railways and the Revolutionary Military Council of the Republic to establish the movement of mail wagons to newly liberated territories in the shortest possible time.

6) Permit the People's Commissariat of Posts and Telegraphs to discontinue the mailing of potatoes through the post.

7) Propose to all People's Commissariats to make wider use of the services of couriers of the People's Commissariat of Posts and Telegraphs.
