By all means supply all workers at the South Ural factories, mines, and pits with the necessary food provisions. All military and railway authorities are answerable for its unconditional fulfillment. Report immediately how many poods have been delivered and to where.

RESOLUTION ON THE TELEGRAM FROM THE MILITARY COMMISSAR 
OF THE PETROGRAD DISTRICT**
14 January 1920

To Sviderskii for report to the Council of Defense.

* In a telegram addressed to V. I. Lenin, the Executive Committee of the Don Region, in order to strengthen the Soviet and military apparatus and purge the Don Region of remnants of White Guard activity, requested that workers be sent from the provinces adjacent to the Don Region, proposing "to remove several workers from each district military commissariat and a platoon from each guard battalion, with control over the personnel of the Communist Party organizations in the army."

** The Military Commissar informed Lenin of the catastrophic situation with the supplying of troops in the Petrograd Military District, especially in the newly attached Arkhangelsk, Northern Dvina, and Vologda provinces.

REGULATIONS 
ON THE COUNCIL OF THE CAUCASIAN LABOR ARMY**
23 January 1920

1) The region of the Caucasian Labor Army comprises Stavropol Province and the Kuban and Terek regions.

2) The basic tasks of the Army: the creation of a food base for the Republic and supplying the points designated by the center with oil, on the one hand; the establishment of labor discipline and the utilization of military units as a labor force, on the other.

3) The military units necessary for the fulfillment of the aforementioned tasks are placed at the disposal of the Council of the Labor Army by the Revolutionary Military Council of the Caucasian Front from among the armies and units subordinate to it.

4) At the head of the Council stands a representative of the Council of Defense with the rights of chairman.

* The marginal note was made by Lenin on a telegram from the Revolutionary Military Council containing detailed directives on the disposition of forces of the Fourth Army, transferred as a labor army for the construction of the Aleksandrov-Gai—Emba railway and the conversion of the Krasnyi Kut—Aleksandrov-Gai line to broad gauge.
