**Resolution on a Telephone Message**

Please convey the following message to Vladimir Ilyich:

In Kharkov, Yekaterinoslav, and other cities of Ukraine, a typhus epidemic is raging. The Denikin forces and Makhnovists have looted all the population and hospitals. The sick lie without linens or in tattered rags, covered in lice. All measures we are taking—due to the lack of linens—are being rendered futile. Turning to you, I request your order for the immediate dispatch of no fewer than twenty thousand sets of linens or fabric. The medical unit of the Southern Front has refused, citing unavailability.

Awaiting your instructions.

With warm regards,
Ordzhonikidze
