ON THE REORGANIZATION OF THE MAIN COMMITTEE FOR
RIVER AND WATER TRANSPORT.
DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS¹.
[January 3, 1920]
Direct that the draft of the Main Committee be revised in such a way that the powers of the Chairman of the Main Committee are defined along the lines of those vested in the chairmen of regional councils [and that the SNK merely confirm the Chairman of the Main Committee and the members of his collegium]³. The detailed provisions concerning the various departments of administration, and the like, should be removed from the draft.
