IN THE MOSCOW REGION COAL BASIN
(FROM A RESOLUTION OF THE COUNCIL OF DEFENSE, 2 JANUARY 1920)

a) In view of the extreme severity of the fuel crisis experienced by the Republic, temporarily introduce in the Moscow Region coal basin overtime work for underground labor exceeding six hours—an additional 2 hours per day—with corresponding increases in coal extraction quotas and with payment for the two hours beyond the six-hour shift at one and one-half times the standard rate.

b) Entrust implementation of the present resolution to the administration of the Moscow Region Basin, obliging the political commissariat of the basin to render the administration the most energetic assistance.

c) Instruct the Supreme Council on Transport to take emergency measures to supply 300 to 400 freight cars monthly for the delivery of pit props to the Moscow Region coal district from the Bryansk and other nearest regions.

d) Establish a commission to undertake the most urgent measures with the assistance of the military apparatus for the mobilization of the surrounding population for the cutting and transport by road of pit props to the Moscow Region coal district.

e) Instruct the Commissariat of Health to direct the most serious attention to the improvement of sanitary conditions in the Moscow Region coal district.

Inquire of all interested parties (Chusosnabar, Revolutionary Military Council of the Republic, etc.) and we shall place [the matter] on the agenda of the Council of Defense.

* In the telegram from Centrovoensnab, [the organization] informed Chusosnabar of the deterioration of supplies to the Red Army in items of clothing and equipment due to the lack of transport means and requested measures be taken to ensure military supply organs [have access to] transport.

** The note was written by V. I. Lenin on a telegram from the Council of the Caucasian Labor Army requesting cancellation of an order from the Commander-in-Chief concerning the transfer of six younger age groups from the labor army to field units.
