The Council of People's Commissars, at its session of 23 December 1919, resolved:

To create a commission composed of representatives..., instructing the commission to utilise the material available on the question of the extent of food product surpluses obtained from the state farms of the State Control.

The tasks of the commission must include submitting to the Council of People's Commissars practical proposals on better accounting and control over state farms and on measures to improve the management of affairs there.
