I recommend to you the applicant, Comrade I. N. Lepeshinsky*, whom I have known since my days abroad—in Geneva in 1902, where we fought side by side against the Mensheviks.
Comrade Lepeshinsky will undoubtedly prove invaluable in precisely the kind of work that must instill in the indigenous population the conviction and understanding that Soviet people cannot be imperialists, nor even harbor imperialist tendencies.
