Serpukhov to Commander-in-Chief, Moscow to Lenin
The Council of Defense Commission considers it absolutely necessary
to place the Vyatka ski battalion at the disposal of the Third Army
to reinforce its left flank at the junction with the Sixth Army
and to ensure stability in the army sector. The 16 companies promised to the Third Army by the Commander-in-Chief
from Kazan and three regiments from Vologda and Yaroslavl will not arrive, because
they have since received a new assignment, if another battalion is denied, which the Sixth Army insists on, the unstable position of the left flank of the Third Army may
spoil everything that is already being established. In addition, it is necessary
to take into account that the efforts of the commission and workers
the rear of the Third Army battalion from a disorganized group
has been transformed into a steadfast combat unit, already deploying
into a regiment, spiritually connected with the Third Army, and capable
to develop maximum energy only in the ranks of the Third Army.
In view of the above, the Council of Defense Commission requests
to confirm its order to provide the Vyatka battalion to the Third Army*.

meeting of the Council of People's Commissars) the implementation by Prodphaztop** (or other
organs of the People's Commissariat for Food) of the decree of the Council of People's Commissars of January 18, 1919
— to find out the reasons for the delay; — to find the culprits***.
Appoint a sensible communist auditor, be sure add a worker to him and hurry up so that from the morning
on Friday they start working (if there is no worker, start without him,
and let him come later).
I consider the matter important: they must provide information on the day.
It is necessary to check the record-keeping of Prodphaztop, the procedure for telegrams (are they in order, is it easy to find them, do they check
response time, etc.).
I ask you very much to do this faster and stricter.
