In order to transport the firewood already stockpiled in Volhynia and Podolia for the railway lines serving military needs, it is imperative to provide—on an absolutely urgent and realistic basis—10 railcars of grain-based food supplies and 15 railcars of fodder grain for the first month.
Failure to allocate this quantity of grain will necessitate granting timber collectors the authority to undertake independent wood procurement at free-market prices in the Novgorod-Volynsky and Kanev–Cherkassy regions. Please respond immediately and with complete accuracy as to what you are able to supply. Promise only what can genuinely be fulfilled, under your own responsibility, specifying where, how much, and when delivery can be arranged.
You have no more than three days—from now until July 22—to submit your reply in Moscow. [759]

Tsiurupa to discuss the critical situation concerning fuel and transportation.

Glavneft is initiating operations in the Temir district to assess the results of exploratory drilling conducted earlier on oil wells in Martuk and Juse, while simultaneously deploying—within the broader national interest—a portion of its drilling equipment for urgent oil exploration in the Volga region. The entire program of work undertaken by Glavneft carries a highly responsible, extremely urgent character, aligned with emergency plans to ensure the country’s fuel supply. Glavneft has already organized the necessary arrangements, and the responsible leaders have set out on their missions. Any delay in implementing this program would inflict irreparable harm upon the Soviet Republic. It is hereby proposed that no obstacles whatsoever be placed in the way of these efforts.
