You have been appointed by the Council of Defense as Chairman of the Special Committee for the Implementation of Martial Law on the Railways and as Head of the Transport Department of the VChK, while retaining your position as a member of the Collegium of the People’s Commissariat for Railways and being admitted to the Collegium of the VChK.
In view of the supreme national importance of the Special Committee, I urge you to arrive in Moscow without delay and to telegraph me [to inform me of] the time of your arrival in Moscow.

1 Justification for the date: In August 1919, S. T. Kovylkin was appointed by the Council of Defense as the authorized representative for the Urals, responsible for the repair and maintenance of rail transport. On January 9, 1920, the Council of Defense heard a report on the “Reorganization of the Special Committee and the Transport Department of the VChK.” The telegram from Lenin appointing Kovylkin as Chairman of the Special Committee and Head of the Transport Department of the VChK apparently dates to late 1919.
