Recognizing the necessity, in connection with the military situation, to carry out *the complete evacuation* of the Petrograd State Paper Manufacturing Expedition in the shortest possible time, with the exception of the paper factory and other departments difficult to evacuate and non-essential for production, the Council of Defense proposes to the Five-Person Commission for the Evacuation of Petrograd to carry out this evacuation regardless of partial improvements in the situation on the Petrograd Front. Furthermore, the Council of Defense proposes that the Five-Person Commission establish a deadline within which the evacuation must be completed, provide all necessary means, and ensure that everything is done on time. The procedure for dismantling machinery and accelerating evacuation beyond the extreme deadline is entrusted to the sub-commission for the evacuation of the expedition, acting under the direction of the People's Commissariat of Finance.
