In view of the new organization of sanatorium affairs in the Republic and
in the interests of providing sanatoriums for the treatment and rest of
disabled war and labor veterans, exhausted Red Army soldiers, and debilitated
workers of the north, it is necessary to take urgent measures
to protect the southern resorts reconquered by the Red Army.
I request that immediate instructions be given to the commanders of military
units operating in the south of Russia and the Taurida Peninsula, to take the strictest protective measures against the destruction
and looting of medical facilities, buildings, inventory,
plantings, materials, and supplies at the resorts of southern Russia
and the Crimean Peninsula, Odessa, Golaya Pristan, Berdyansk,
Moinaki, Saki, Evpatoria, Sevastopol, Balaklava, Yalta, Alupka, Gurzuf, Alushta, Feodosia, Kerch, and others.
