1 The resolution was drafted on a report submitted by G. D. Tsurupa, Chief Engineer of the Kashira Power Station, dated September 23, 1919, to the Council of Workers’ and Peasants’ Defense, concerning the dire situation regarding the supply of funds, food, and fodder for the construction project—and the urgent need to adopt immediate measures to resolve this issue.
On October 1 and 10, 1919, the matter was discussed at meetings of the Defense Council, chaired by V. I. Lenin. On October 11, at a meeting of the Small SNK, a decision was made to allocate 7 million rubles to the Kashira construction project and to provide it with foodstuffs and essential supplies.
On October 13, the SNK’s resolution was signed
by V. I. Lenin (see “Vladimir Ilyich Lenin: A Biographical Chronicle,” Moscow, 1976, vol. 7, pp. 539, 557, 562).
2 L. B. Krasin had been a member of the Party since 1890. Following the Great October Socialist Revolution, he directed the work of the Extraordinary Commission for the Supply of the Red Army, served as a member of the Presidium of the VSNKh, and held the posts of People’s Commissar for Trade and Industry and for Railways; from 1919 onward, he devoted himself to diplomatic work; and in 1922–1924, he served as People’s Commissar for Foreign Trade.
