RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS

To the Budget Department of the People’s Commissariat
Resolution
At its meeting on October 17, 1919, the Council of People’s Commissars resolved:
1) To allocate from the state budget, under the final paragraph of the budget for the Central Chancellery of the People’s Commissariat of Finance for the second half of 1919, two hundred and fifty million rubles (250,000,000) as a subsidy to the Moscow City Executive Committee for the administration of local affairs.
2) The disbursement of this credit, in accordance with its intended purpose, shall be carried out under the supervision of the relevant bodies of the People’s Commissariat of State Control.
3) To instruct the Moscow City Executive Committee that requests for the allocation of funds to meet general state needs must, in accordance with the procedures established by budgetary regulations, be submitted to it through the appropriate People’s Commissariats.
4) To recommend that the Moscow City Executive Committee liquidate, within a period of two weeks, the Precious Metals Division currently affiliated with the Moscow City Finance Department, and that all precious metals and articles made thereof that have been received by the Division be transferred to the Moscow Branch of the People’s Bank.
5) To draw the attention of the Moscow City Executive Committee to the necessity of organizing its own departments—particularly the Finance Department—in accordance with the decrees issued by the Council of People’s Commissars, especially the Decree of October 31, 1918, on the Organization of Financial Departments.²
