ON PREPARATION FOR SPRING NAVIGATION

DRAFT RESOLUTION OF THE COUNCIL OF DEFENCE, ADOPTED
AT THE SESSION OF 31 JANUARY 1919

Obligate [authorities] to draft and print:

1) Report forms (within a week)
including [those] for steamships and barges
— on their condition in general
— on % of repairs completed
— and so forth.

2) The same for summer navigation.

3) Warn all boat stations that for failure to submit reports by 15 February, both the managers and the boat station committees will be brought to trial.

4) Submit a complete report, a compilation of all information on fuel procurement (within a week).

... Ovruch presents itself as a devastated city—there are no inhabitants. During the period of occupation by Petlyurist authorities, many peaceful citizens were shot, property was plundered. Such a picture unfolds along the entire line of Ovruch and Korosten. The White Guards continue their underground work, conducting Black Hundred anti-Semitic nationalist agitation... It is necessary urgently to send a supreme investigative commission to clarify all that has occurred. In the zone of Ovruch, Korosten, it is necessary to organize assistance to the citizens—families are starving...

Lugansk, Cartridge Factory, to Commissar Menyailo

Urgently telegraph which exactly materials, in what quantities are necessary for maximum development of cartridge production. Can you conduct production with the existing personnel—which specialists and how many does the factory still need. Can you recruit the workers necessary to increase production to one and a half million daily. Send a detailed written report on the materials and products on hand.

SANITARY RULES FOR THE RESIDENTS
OF THE KREMLIN

18 February 1919

With the aim of preventing the development of contagious diseases, in the interests of general welfare, the residents of the Kremlin are asked:

1. To report immediately to the Management of Sanitary Supervision of the Kremlin (Voznesensky Monastery, apt. no. 7) every case of suspected contagious disease (with fever), or skin rash, with indication of a detailed address.

2. All those arriving (by rail) before occupying quarters—to bathe and surrender their clothes to the disinfector (at the bathhouse). (Those having a bath at their apartment should immediately call the disinfector to the house to receive the clothes.)

3. To observe personal cleanliness and the cleanliness of quarters.

4. To report to the Management of Sanitary Supervision of the Kremlin all noticed sanitary disorders and to follow the instructions of the Kremlin Sanitary Supervision for their elimination.
