NOTES ON A. K. PAIKES' TELEGRAM

AND A MEMORANDUM TO THE ORGANIZATIONAL BUREAU OF THE CC RCP(b)

The rapid advance of the army requires the immediate organization of Soviet institutions on the ground. Local comrades unfamiliar with the construction and policies of Soviet power are presently incapable of organizing this. Given the impossibility of communications with the center, the absence of suitable leaders in the regions threatens a repetition of already-traversed stages and irrational utilization of Siberia's resources. It is necessary to immediately send people to the Siberian Revolutionary Committee for responsible political leadership in the regions of Soviet construction and economic management.
