FROM THE DECISIONS OF THE COUNCIL OF DEFENSE

ON THE PROTECTION OF THE TULA CARTRIDGE FACTORY

Assign to comrades Dzerzhinsky and the representative of the Revolutionary Military Council of the Republic to organize an inspection of the Tula cartridge factory with regard to security measures, with the mandatory participation in the inspection of the factory commissar comrade Orlov or his deputy.

Assign the submission of the report through the Revolutionary Military Council of the Republic representative within one week.

ON THE PASSAGE OF THOSE BEING EXPELLED FROM FINLAND AND MURMANSK

Assign the VChK to take measures to establish particularly strict control at the entry into Russia of refugees from Finland and the Murmansk region, in order that those suspected of sympathy with the White Guards be admitted in no case whatsoever, while the others be permitted to pass with special caution and be directed to work in accordance with the VSNKh and the Commissariat of Agriculture. Assign the secretary to urgently transmit this decision to comrade Dzerzhinsky.

ON THE DISPATCH OF REFUGEES TO GALICIA AND POLAND
AND OTHER PLACES

Assign the VChK to organize a commission to investigate the question of the passage of refugees across the Western Front, with the adoption of special measures to detain men of conscription age and suspicious persons. Assign the commission to clarify the political sentiment of the refugees.

Submit a report to the Council of Defense through one week, comrade Dzerzhinsky.

TELEGRAM TO THE DOROGOBUZHSK DISTRICT MILITARY COMMISSAR
May 14, 1919

Glavleskom has received notification that the military commissar is mobilizing all responsible workers of the district forestry department, including the chief, which threatens catastrophic consequences for the fuel procurement work, which has paramount importance for transport and consequently for military operations. According to the decree of the Council of People's Commissars of April 12, workers, employees, and specialists on log-driving operations enjoy deferment from conscription into the army until July 1. We strictly prescribe the observance of this decree and the non-removal from work of those engaged in log-driving.

TELEGRAM TO THE REVOLUTIONARY MILITARY COUNCIL OF THE SOUTHERN FRONT
May 14, 1919

We have received from the authorized representative of the Council of Defense the following telegrams, the first: "The front on the Donets has been broken through," etc., and the second: "It is necessary to purge from the ranks of the Red Army," etc. Besides this, there is a report of disintegration in our units and the complete absence of energy on the part of the local command. As is evident, the suppression of the rebellion is becoming more and more protracted, while at the same time the threat of the rebels joining forces with the Denikinists is growing.

Are you paying sufficient attention to operations? Is it not necessary to add units from the reserves of the Southern Front? How many of the 214 communists, whom the chief of the PUR sent south in April and May, have you utilized for this purpose? What new measures have been taken to actually end the rebellion and when can the suppression of it be expected? Is the mobilization of peasants proceeding south of the rebellion? The case of the General Staff officer Karpov must be investigated. We await your reply.
