ON THE REPORT BY F. E. DZERZHINSKY ON THE EXTRACTION
OF WEAPONS FROM THE COUNTRY

Assign to comrade Dzerzhinsky and the representative of the Revolutionary Military Council of the Republic to take the most energetic measures to extract from the country that weaponry which has hitherto not been utilized for military purposes, and to transfer it to the military department. Pay special attention to the Don region. Simultaneously verify the actual availability of weapons held by the military department.

Assign to comrade Dzerzhinsky and the representative of the Revolutionary Military Council of the Republic to submit a report weekly to the Council of Defence on this matter. The first report must be submitted in two weeks.

ON THE TULA CARTRIDGE PLANT

Assign to the Tula provincial executive committee to take emergency measures to ensure housing for the 3,000 workers who are to arrive in Tula. Communicate this assignment to Tula by telegraph and demand a detailed telegraphic report on its execution before the meeting of the Council of Defence on Monday, May 26 of this year.

Assign to Prodrasmet* to take the most energetic measures for the immediate supply of the Tula cartridge plant with a sufficient quantity of tool steel. The quantity will be indicated by a commission of the Council of Defence.

Prodrasmet's report on execution must be sent to the Council of Defence no later than the morning of May 26.

On questions concerning the increase of productivity of the Tula cartridge plant, establish a commission composed of representatives of Chrezvkomsnab, the Trade Union Council, and the TsUS.

Assign to this commission the task of reviewing all measures for increasing labor productivity submitted by the commission that inspected the Tula cartridge plant.

Assign to the Women's Commission under the Central Committee of the RCP(b) to take measures for the mobilization of women workers and Communist activists for the Tula plant in accordance with the instructions of the TsUS.

ON ARTISANAL PRODUCTION OF CARTRIDGES

a) Assign to the TsUS to take the most energetic measures actually to begin immediately artisanal production of cartridges.

b) Assign to the Supreme Council of the National Economy to take the most emergency measures to organize the production of cartridge cases by artisanal methods.

DECISION OF THE COUNCIL OF WORKERS' AND PEASANTS' DEFENCE
MAY 19, 1919

The Council of Workers' and Peasants' Defence has decided:

1) To oblige Tramot and the military department to determine the zones and points threatened by invasion of the enemy and to establish the quantity of cargo, distributed by categories, which is subject to evacuation.

2) To present the evacuation plan established in the manner indicated for approval to the Council of Defence.

3) Commencement of evacuation is carried out by decision of the Revolutionary Military Council of the corresponding front, with simultaneous urgent notification to the Council of Defence, whereby in the first instance only military property is evacuated—the removal of which is necessary for the army to preserve its combat capability.
