To regulate relations between the V.Ch.K., the Zh.Ch.K., and the K.I.S.,
the following provisions are established:
T. Belyakov is dispatched by the K.I.S. to the Transport Department of the V.Ch.K. for ongoing liaison and operational duties.
The K.P.S. issues instructions stipulating that all complaints against the Ch.K. must be directed exclusively to Comrade Belyakov, a member of the K.P.S. Collegium.
It is incumbent upon the Ch.K. to oversee the timely unloading of cargo by unloading authorities and organizations, and, in cases where unloading is not completed within the deadline set by the Ch.K., to hold such entities accountable.
Agents of the Zh.Ch.K. departments are granted the right to utilize the railway telegraph—albeit at a fee—and bear strict responsibility for any misuse of the telegraph. A detailed instruction on telegraph usage and payment procedures shall be issued by N.K.—S. II.S., in consultation with the Chairman of the V.Ch.K.
Former premises of the [gendarmerie] railway police are allocated to the Zh.Ch.K., as per a special directive issued by N.K. P.S. The task of evicting military guards from these premises is entrusted to Comrades Dzerzhinsky and Sklyansky, who are to jointly issue the relevant instructions.
Food supplies for the Zh.Ch.K. are distributed through the railway food supply agencies, on a general basis.
While the state of martial law imposed by the Council of Defense remains in effect on the railways, the District [Zh.Ch.K.] Transport Departments of the Ch.K. are authorized to impose the ultimate penalty on individuals found guilty of bribery, theft of cargo and railway materials, or systematic misconduct by officials.
