By a special resolution, the Council of People’s Commissars decided to treat the norms established herein not as rights, but as
duties.

1 The issue of the economical allocation of paper for newspapers, in light of the acute paper crisis, was discussed at the meeting of the Council of People’s Commissars on March 8, 1919. After reviewing the draft paper-allocation plan submitted to the Council of People’s Commissars by the Central Committee of the Paper Industry, Lenin appended the heading “Resolution of the Council of People’s Commissars on the Allocation of Paper” to the draft and signed it for approval, subsequently adding the brief supplement printed above. This supplement was incorporated into the official protocol resolution of the Council of People’s Commissars on this matter (Protocol No. JVs 265 of March 8, 1919).
