In the sphere of popular education, the RCP sets itself the task of bringing to completion the work begun with the October Revolution of 1917—the transformation of the school from an instrument of the class domination of the bourgeoisie into an instrument for the destruction of this domination, as well as the complete elimination of the division of society into classes. The school must become an instrument of the dictatorship of the proletariat—that is, not only a vehicle for the principles of communism in general, but also a vehicle for the ideological, organizational, and educational influence of the proletariat upon the semi-proletarian and non-proletarian strata of the laboring masses, in the interests of the complete suppression of the resistance of the exploiters and the realization of the communist order. The immediate tasks along this path are at present:

(1) the further development of the self-activity of workers and laboring peasants in the sphere of education with the comprehensive assistance of Soviet power; (2) the final mastery not merely of a part or the majority of the teaching personnel, as is now the case, but of the entire personnel in the sense of eliminating irredeemably bourgeois counter-revolutionary elements and ensuring the conscientious implementation of communist principles (policies); (3) the introduction of free and compulsory general and polytechnical education (acquainting students in theory and in practice with all the chief branches of production) for all children of both sexes up to age 16; (4) the realization of a close connection between instruction and children's socially productive labor; (5) the provision of food, clothing, and educational materials to all pupils at the expense of the state; (6) the involvement of the laboring population in active participation in the work of popular education (the development of councils of public education; the mobilization of literate persons, etc.); or ad[2] 2)

(7) a close connection between the teaching personnel and the agitation-propaganda apparatus of the RCP.
