In my opinion, it would be good to add:

1) the drawing up of a protocol is not yet a "complaint," but only an accurate establishment of the beginning of a dispute. The best way to avoid a complaint is to obtain a precise answer or immediate compliance;

2) by this means, one can and should achieve a quick resolution on the substance, without red tape, namely: propose a short method for on-the-spot resolution, officially (e.g., "suggest obtaining materials from such-and-such place, I propose placing an order there, I request that this be done to avoid red tape"), such a statement or petition will greatly facilitate the center's struggle against red tape;

3) to the Council of People's Commissars and to the Defense Council - in the All-Russian Central Executive Committee;

4) after approval by the Council of People's Commissars, publish an article (with examples; explain thoroughly) in Bednota.92.

1) It needs to be written more popularly,

2) reproduce the entire text of the law,

3) provide 3-4 specific examples
why? how? this facilitates the struggle against red tape

4) demand that each provincial executive committee republish it,

5) explain that we will punish both for ignorance and for non-application of this law.
