Dispatcher reports on the loading of firewood and coal are being submitted extremely carelessly. Omissions are observed daily, on a number of railways reaching a total of thousands of wagons of loading. Omissions are not subsequently made up, and the reporting of loading is chaotic in character. Such carelessness is impermissible. Immediately organise, under personal responsibility, the daily submission of reports and supervision of their transmission to the proper destination. Establish in the People's Commissariat of Railways strict control over the timely receipt of reports and their communication to the appropriate bodies.
