ON THE PETROGRAD COMMISSION FOR THE REPAIR OF RAILWAY
ROLLING STOCK.
DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE’S COMMISSARS.
[December 30, 1919]
The Council of People’s Commissars, recognizing that the resolution of the Military Council (Committee for Defense) of the Petrograd Fortified District—published in No. 290 (483) on December 20, 1919—in Petrograd’s Pravda was unlawful, since it had been adopted in direct defiance of the Narkomrail, hereby instructs the Military Council (Committee for Defense) of the Petrograd Fortified District to immediately, and no later than tomorrow, revise its resolution following preliminary consultations conducted via telephonic instructions from the People’s Commissar for Railways, and in strict accordance with the mandate laid down in the resolution of the 7th Congress of Soviets regarding the subordination of all trust‑managed and particularly important state enterprises to their central governing bodies.

This resolution was published in VSS No. 291, dated December 20, in the lead article under the heading “We Must Break the Enchanted Circle.” The article comments on the resolution of the Military Council of the Petrograd Fortified District concerning the establishment, within the Northern District of the BC1IX, of an Extraordinary Commission for the Repair of Railway Rolling Stock.
