To the Secretariat of the Council of People's Commissars
Regarding a note in a Swedish newspaper about the appli-
cation of a diesel engine for locomotive traction, I re-
port: the application of diesels for locomotive traction
encounters great difficulties in the properties of the di-
esel engine, in particular in the inability of this engine
to overload and the difficulty of changing direction.
The application of diesels for locomotives is one of the
most difficult tasks of engineering, and even the Swedes, the best
designers in the whole world, as far as is known, have not yet
solved this problem. This problem is of absolutely no practical significance to us, since we have not the slightest
possibility of converting locomotives to diesel, even if
the problem were already technically solved, which it is not.

forces and supporting banditry, which plays directly into the hands of the Whites and international imperialism.
Their struggle against the slogan of a close and the closest union with the RSFSR also contradicts the interests of the proletariat.
All policy must be conducted systematically and steadily toward the impending liquidation of the Borotbists in the near future.
To this end, do not let a single transgression of the Borotbists pass without immediate and strict punishment. In particular, gather data on the non-proletarian and most unreliable character
of the majority of members of their party.
The moment of liquidation will be determined in a short time, the moment will be established by the Politburo and communicated to the Ukrainian Revolutionary Committee.
