By assignment of comrade Vladimirov I report to you the contents of his note: he considers that for the immediate future, while the railway lines have not yet been restored, to facilitate the approach of fuel it is necessary to concentrate attention in Kharkov not on the locomotive-building plant, which requires much fuel, but on strengthening the productivity of the railway workshops and depots, for which purpose he today had a resolution passed in the revolutionary committee obliging immediate satisfaction of all demands of the railway workers for materials both for the restoration of destroyed sections and for the workshops. Concerning the acceleration of work on the release of locomotives everywhere where there will be technical possibility, overtime hours will be introduced and workers will be transferred to the Red Army bread ration. More detailed answers will be given in a couple of days.

The note of the extraordinary commissar of the railways and chairman of the Special Food Commission of the Southern Front M. K. Vladimirov from Kharkov, in all probability, was a response to V. I. Lenin's telegram to Kharkov of December 26, 1919 (see Complete Collected Works, vol. 51, p. 102). By V. I. Lenin's directive the text of the telephone telegram was sent to Yu. V. Lomonosov, member of the presidium of the Supreme Council of the National Economy, member of the collegium of the People's Commissariat of Railways, who, after familiarizing himself with the telephone telegram, wrote the following note: "Comrade Lenin. I am in general agreement with your opinion. One repair center is Petrograd, the second — Moscow, the third — Voronezh (for grain), the fourth — Kharkov. People have been sent everywhere. Of course, one must start the depots first, then the workshops and only then the factories. In 3—4 days allow me to report my plans...". Having underlined and checked off this phrase, Vladimir Ilyich wrote a directive to his secretary: "Remind me in 4—5 days".
