1 This note was written on a letter from G. V. Chicherin to V. I. Lenin. The letter reported that the head of the RSFSR delegation to the peace negotiations with Estonia, A. A. Ioffe, was visited on December 22, 1919, by a representative of the command of the English fleet in the Baltic and conveyed a proposal to enter into peace negotiations between Soviet Russia and England on Baltic issues, for which to allow an English commission on its ship into Petrograd (see "Documents of Foreign Policy," vol. II, M., 1958, pp. 313-314).
The "White bomb" obviously refers to the probability of sabotage by the White Guards against this commission.
