The report on the food supply of the Ivanovo-Voznesensk workers (by a member of the collegium of the People's Commissariat of Food, A. B. Khalatov) was heard at
a meeting of the Council of Defense on March 10, 1920. In addition to the urgent assignment to the Glavod [Main Directorate of Water Transport] to supply the Ivanovo-Voznesensk Provincial Food Committee with tonnage
of
400 thousand poods for the supply of potatoes,— representatives of the People's Commissariats
were instructed to come to an agreement on this issue at the upcoming meeting on March 10, 1920, and, in case of reaching an
agreement, submit it for Lenin's signature; otherwise, bring this issue up at
the next meeting of the Council of Defense (Protocol of the Council of Defense No. 103 of March 10,
1920). The order to the People's Commissariats was written by Lenin, apparently,
at the meeting of the Council of Defense during the discussion of A. B. Khalatov's report.
