7) Property, inventory, food, and other items prepared for the needs of construction and reconstruction are not subject to either requisition or confiscation.
8) To oblige the NKPS [People's Commissariat of Railways] to carry out all transportation for the needs of reconstruction and construction on a par with military cargo, and all fuel organizations to supply workers' trains with fuel on a par with military trains.

RESOLUTION OF THE DEFENSE COUNCIL
DECEMBER 24, 1919

1. To approve the measures proposed and partially implemented by the NKPS to improve the use of locomotives, namely:
a) to send trains from depot stations according to schedule,
b) to allow the changing of crews in turnaround depots,
c) to limit the amount of firewood for heating locomotives,
d) to strengthen oversight to ensure that trains are not unnecessarily delayed at intermediate stations,
e) to revise train compositions on all railroads and, if possible, to unify them, allowing for pushing where needed.
2. To make it the duty of the People's Commissar of Railways to take all measures within his power to strengthen the repair of locomotives, in particular
a) to introduce double and triple shifts of workers in those depots and workshops where this proves possible,
b) to strengthen personal supervision of the work of workshops and depots by responsible leaders of the NKPS.
3. To make it the duty of the Supreme Council of National Economy to fully assist the NKPS in the matter of rolling stock repair, in particular
a) by supplying it with materials,
b) with specialized workers,
c) by providing it with factories suitable for the manufacture of spare parts.

TELEGRAM
TO THE COMMISSIONERS OF ALL
RAILROADS
December 30, 1919

Dispatch information on the loading of firewood and coal is submitted extremely carelessly. Omissions are observed daily, reaching a total of thousands of carloads on a number of railroads. Omissions are not subsequently filled, and the reporting of loading is chaotic. Such carelessness is unacceptable. Immediately organize, under your personal responsibility, the daily submission of information and oversight of its passage to its destination. Establish strict control in the People's Commissariat of Railways over the timely receipt of information and its communication to the appropriate authorities.
