2) Oblige formally to appeal to Pottel* by the Chairman of the Council of People's Commissars within one hour after the final failure to obtain a direct telegraph line and a response on it 693.

3) Appoint an inquiry into the provincial food commissars for non-execution or mismanagement in the execution of an order of the People's Commissariat of Food 694.

4) Appoint to the Commissariat of Food one of the officials for precise management of telegraph lines.

5) Convene the Council of People's Commissars on Saturday* for verification of executions and discussion of the resolution on requisitions.

6) Demand from the People's Commissariat of Posts and Telegraphs written explanations regarding the failure to deliver telegrams from the People's Commissariat of Food within the deadline and an indication of those measures or changes in laws which are necessary for absolutely urgent transmission of orders from the Food Commissariat.
