In response to the telegram concerning the food supply of Ural workers*, only one report has been received—on December 15. It is necessary to send reports (indicating how many puds are being delivered) twice a month.

The railroads of the Republic are suffering from the gravest shortage of locomotives and cars. The situation is worsened further by the fact that the railway lines of the Ukraine newly occupied by the Red Army have absolutely no rolling stock. The most vital fuel, food, and operational shipments are being delayed. The rich military trophies captured by the valiant units of the Red Army on the railways of Siberia should ease our victorious conclusion of the struggle on the Southern Front. I propose that the Revolutionary Military Council of the Eastern Front, the Revolutionary Military Council of the V Army, and all the institutions of Komputil adopt the most urgent, extraordinary measures to dispatch without delay to Samara and thence to the center no fewer than two hundred locomotives, utilizing them to advance military and food supply scheduled trains. Report on the fulfillment of this order to the Council of Defense with a copy to Narkomputil. Inform all Red Army soldiers, railwaymen, and workers that the speedy conquest by the Soviet Republic of a lasting, honorable peace depends upon the immediate shipment westward of the two hundred locomotives requested.

The Council of Workers' and Peasants' Defense decrees:

1) To recognize the construction of the broad-gauge line Aleksandrov-Gay—Emba and the conversion of the narrow-gauge line Krasny Kut—Aleksandrov-Gay as an operational task.

2) To propose to the People's Commissariat of Transport immediately to begin the conversion of the narrow-gauge line Krasny Kut—Aleksandrov-Gay to broad-gauge and to conduct the work in military-priority order.

3) To propose to the Committee of State Construction to immediately begin the construction of the line Aleksandrov-Gay—Emba and to conduct the work in military-priority order according to simplified technical specifications.

4) To consider workers and employees engaged in the conversion and construction of said lines as serving in active military service in the zone of military operations and to transfer them to the Red Army ration.

5) To supply workers and employees engaged in the conversion and construction of said lines with work clothing (in winter time, with short fur coats, warm hats, felt boots, and mittens).

6) To grant the People's Commissariat of Transport and the Main Committee of State Construction the right of priority in the supply of labor for the work from among prisoners of war.
