NOTES ON THE DRAFT DECREE
ON REQUISITIONS AND CONFISCATIONS*

Decree on Requisitions and Confiscations requisitioned and confiscated items
of provisions and other items of broad consumption become the property of the RSFSR and no
later than Y-x days from the moment of seizure are transferred
through the food organs; items of furniture and household goods through the distribution organs;
money and valuables through the People's Banks; weapons
through military commissariats; agricultural implements, inventory, etc. through the organs of the Na-
People's Commissariat of Agriculture, etc.
10. Not subject to seizure:
monopolized and rationed food items in quantities not exceeding the norms
established by Narkomprod, unrationed—regardless of their quantity, if there is no
reasonable suspicion that these products are intended for speculation.
Note: To oblige Narkomprod to
publish the aforementioned norms no later than January 15, 1920.

Where are they transferred?
Editing is not entirely good.
And what about the *razverstka*?
Is it subject to seizure the surplus, if it is not included in
the *razverstka*??
Better to consider, together with Narkom- prod, the question
of
the *razverstka*.
I. Not subject to requisition items of
broad consumption, such as:
clothing, shoes, furniture, dishes, etc., that have been in use;
items that have not been in use, as well as materials necessary for their manufacture,
are left only in the quantity necessary to satisfy the actual needs
of family members, if the quantity of items, both used and unused,
does not indicate that they are being stored for speculative
purposes.

Not subject to seizure are books and sheet music from private individuals and societies in a quantity not ex-
ceeding 3,000 titles of books or 1,000 titles Not the word. Means, extra pants
from the commoner can be taken away? This is too much. Here something
is expressed incor- rectly, too general.
It needs to be said somehow differently.
In my opinion, here too limitations are needed: special reso-

lutions, even not local, but cen- tral autho- rity. Otherwise, taking
books more than
3,000 is impossible.
Is there a law for this?
Means, from peasants above (5 x 2,000)
10,000 rubles all to con- fiscate?
This cannot be done.
Here too, limitations are needed.

protective letters from the Library Department of the People's Commissariat of Education for that. When taking
the surplus above the above norms, the owner is granted the right to choose the books or sheet music
that are left with him.

Not subject to seizure are paper money in an amount not exceeding the annual minimum
tariff rate of the given locality for each person in the family. The surplus in cash exceeding this norm
is confiscated.
15.
Not subject to seizure are gold and sil- ver products, as well as precious stones,
set in products in a quantity not exceeding one item of each type of thing per one

:ED: 18. Not subject to seizure are items of peasant farming and household in the quantity
necessary for farming without the use of hired labor, depending on the composition
of the family and local farming conditions. In particular,
not subject to seizure are the only horse and cow, small livestock and poultry.
# This is perhaps the most important and most dangerous point.
It is impossible to allow the taking of the 2nd horse and the 2nd cow.
Are there rules on this subject from Komprodd and NKVoyen?
That's not right. This is a point in which you need to be much
more careful.
