TELEGRAM TO ALL GUBERNIA FOOD COMMITTEES
December 5, 1919

Due to the general decline of transport and the need to strain all forces and resources for the organization of final
victory in these last months of the civil war that we are experiencing,
the Republic is barely able to allocate even the most starvation
norm for food transport. Based on this, the Supreme
Council for Transport has greatly reduced the overall program of
transporting food cargoes, in particular, for intra-gubernia transport
of food cargoes and cargoes of the
Gubernia Food Product, loading has been provided for only 136 wagons per day. Contact adjacent gubernias
and gubernias through which the same roads pass as through
your gubernia, and take measures to coordinate the transport within these norms. Fully aware of how small this
forced norm, introduced for the coming months, is, I urge
you to submit to the inevitability, to strain efforts to organize
horse-drawn convoys, peasant convoys, the horse-drawn corvée,
to reconsider the distribution. I warn you: the norms given for
transport to the center and to the famine fronts have also been cut to
starvation levels, therefore, using them to increase intra-
gubernia transport is completely unacceptable. Every extra wagon
diverted from planned transport for intra-gubernia needs
will doom thousands of workers in Moscow and Petrograd to starvation, thousands of Red
Army soldiers of the Northern and Western Fronts.

RESOLUTION OF THE COUNCIL OF DEFENSE
DECEMBER 10, 1919

The Third and Fifth Armies, with a rapid onslaught on the East, completed
the Omsk operation with the capture of the city of Omsk and other populated
areas, where they captured many prisoners and rich military booty.
All this was achieved only thanks to the extreme exertion
of forces of all workers of the 3rd and 5th armies, who endured great
hardships during the rapid offensive of the Red Army in Siberia.
To reimburse the expenses of the participants of the Omsk operation, the Council
of Workers' and Peasants' Defense resolved:

To issue to the entire staff of the 3rd and 5th armies that participated in the Omsk
operation, a monthly salary.

* Documents directly relating to this note by V. I. Lenin
regarding the questions raised by the commander of the Turkestan Front
M. V. Frunze before the Central Committee of the RCP(b), were not found in the Archive of the IML.
Apparently, it was about helping Turkestan with personnel. In a direct
telephone conversation with the Turkestan Commission, M. V. Frunze, after a trip
to Moscow, said: "The refusal to send responsible political workers
is explained by the large demands of the Southern Front and Ukraine" (see "M. V. Frunze
on the fronts of the civil war", a collection of documents, 1941, p. 159).
